Phoebe Gobby was born in 1855 at Toddington in Bedfordshire, daughter of a straw plaiter named Mary Ann Gobby, formerly Buckingham, and her husband Joseph Gobby, a straw plaiter.

She appears in both the 1861 and 1871 censuses living at Parsonage End in Toddington with her parents and siblings. She was described in 1871 as a straw bonnet sewer.

Phoebe has yet to be researched after the 1871 census.
