James Bailey was baptised on 24th November 1828 at Pagham on the Sussex coast, son of Mary Bailey, formerly Edwards, and her husband Joseph Bailey, an agricultural labourer. James was the tenth of their eleven children. The family lived at the hamlet of Nyetimber in Pagham. James's maternal grandmother Susannah Edwards lived nearby at Lagness; she died in 1832. The following year, when James was only four years old, his mother died.

The 1841 census finds James living with his father, siblings, sister-in-law and nephew at Nyetimber. Ten years later James and his father were still there. By this time James was working as an agricultural labourer.

On 25th September 1852, aged 23, James married Fanny Hampshire at Pagham. She was originally from Earnley, a few miles to the west, but had come to Pagham working as a domestic servant before their marriage.

They appear to have had at least seven children together. The 1861 census finds them living at Chalcraft Lane in South Bersted. James's father died in 1862.

James died when he was only 39 years old. At the time of his death the family was living at Rose Green. Fanny was left looking after the children. She may even still have been pregnant when James died; he was buried at Pagham on 11th January 1868 whilst their youngest daughter was not baptised until 2nd February 1868. Fanny survived James by 29 years and remarried four years after his death.
