William Handley was born about 1738. In 1770, William and Peggy (Margaret) Handley were witnesses in a law suit in Botetourt County. In 1784 he bought 100 acres on the Jackson River and 68 acres and 71 acres in 1788, also on the Jackson River. Again in 1800, he bought 620 acres on the Pott's Creek of the Jackson River. In 1793, he received the two slaves that John I had purchased in 1785. William also appeared in court with Christy Handley who was possibly his son.
