Thurrock was an urban district facing the River Thames and the Thames Estuary in the county of Essex from 1936 to 1974.

On its formation 1936 the district was made up of the Grays Thurrock Urban District, the Orsett Rural District, Purfleet Urban District and Tilbury Urban District. In 1938 it was enlarged by absorbing Little Burstead from Billericay Urban District.

The district was abolished in 1974. The part within Basildon New Town became part of Basildon District, while the remainder became the present-day Borough of Thurrock. It has since become a unitary authority with largely the same boundaries.
