William Martin was born in Morgan Hollow near Adair in Hancock County, KY. He married Lillian Marie Scott.

William farmed for several years on the old home place in Morgan Hollow. He also worked in the U.S. Post Office in Hawesville for several years and in 1958 was elected County Judge of Hancock County for a term of four years.
