W. Chase Clerk of the District Court of Clinton County, Iowa [at least two years earlier] to renounce his allegiance to the Queen of Great Britain and Ireland, and having resided in the state for at least five years, is admitted to become a citizen of the United States.

Because John Tomlin Horsfall had no contact with his family in England, he was probably presumed dead, which would explain why probate was entered prior to his death.
