Elizabeth Dever could be the daughter of Hugh and Agnes Blain Dever of Rockingham County, Virginia. Two brothers, Charles and Hugh Dever migrated from Maryland, c1755, and settled in what was then Augusta County. They lived on adjoining property, but when Rockingham County was formed, Hugh Dever's property fell within the new county. One of these brothers is, no doubt, the father of your Elizabeth.
