Frederick George Marshall was born in 1891 at Luton in Bedfordshire, son of a straw hat sewer named Phillis Jane Marshall, formerly Marlow, and her husband Joseph Marshall, a straw hat blocker. Frederick appears as a baby in the 1891 census living with his parents at 9 Cromwell Road in Luton, whilst his maternal grandparents and sister were living next door at number 11. By 1901, Frederick was living with his maternal grandparents at 49 Cromwell Road, whilst his parents and siblings were next door at 47 Cromwell Road.

Frederick's father Joseph died in 1910, when Frederick was nineteen years old. Frederick appears in the 1911 census living with his widowed mother and siblings at 46 Vernon Road in Luton, and working as a cocoa worker in a cocoa factory. He has yet to be researched after 1911.
