- At a court held for Botetourt County the 13th November 1770 this writing purporting to be the last will and Testament of Robert Looney, decd., was Presented in court by Joseph Looney, one of the Executors herin named and proved by the oaths of Thomas Crow, James Crow and John Smith, and ordered to be recorded and on motion of said Executor, who made oath according to law certificate, is granted his for obtaining probate thereof in due form whereupon he together with Abraham McClellan and John Looney, his securities, entered into and acknowledged their bond in five Hundred pounds conditioned as the law directs.

A hand-written record in The Blount Journal for Monday, October 25th 1790 states: "the Governor laid out that tract of country, heretofore distinguished and known by the name of Sullivan County in the State of North Carolina, into a county to be in future distinguished and known by the name of Sullivan County in the Territory of the United States of America South of the River Ohio. The persons holding commissions in the County of Sullivan under the Authority of the State of North Carolina, having convened at the courthouse at the request of the Governor, he addressed them in the words he had addressed those at Washington Cout House on the 23rd and then appointed and commissioned .......George Maxwell, John Scott, John Shelby, Abraham McClellan, William King, William Delaney, Gilbert Christian, John Anderson, Joseph Wallace, Robert Allison, Richard Gammon, David Perry, Georg Vincent, and David Looney Justices of the peace in and for the county of Sullivan."
