Ross Rural District is located in the southern part of Herefordshire, England near the border with Wales. In 1931 it merged with Whitchurch Rural District to form Ross and Whitchurch Rural District. The town of Ross on Wye was an urban district with a separate local administration.

Its parishes were formerly in Wormelow Hundred with some in Greytree Hundred.
