Elijah Hines was born on February 2, 1859 in Palmyra, Wisconsin to William Hines and Mary Ann (Brockway) Hines. He took up the half section of land just south of Winfred in 1879. From the History of Lake County, South Dakota, pg 24: " Charles E. Rice and Sam Stillman were the first Lake County pioneers to settle west of the Vermillion River. They came from Whitewater, Wisconsin, also in the spring of 1878. Later Elijah Hines, Francis Rice, and Mr. and Mrs. O. E. Denel also took up land in Winfred township."

In 1883 he married Alta Augusta Dingman. They had several children including: Mildred, Francis, Ethel, Clara, Clarence, Emery C., Florence, and Edward Milton Hines. Elijah died unexpectedly of heart disease on 16 March 1918 at his home in Madison.
