Jasper Kempson was born on 24th February 1822 at Totternhoe in Bedfordshire, son of Rebecca Kempson, formerly Turnham, and her husband George Kempson, a straw dealer. When he was baptised on 19th May 1822, the parish register notes that he was the couple's ninth son. Jasper appears to have been known as Jesse. When he was eleven years old his mother died.

In 1835, Jesse's father married a Celia Jones, who thus became Jesse's stepmother. She was significantly younger than George Kempson and they went on to have several more children together. The 1841 census finds Jesse living with his father, stepmother, brother and two younger half-siblings at Church End in Totternhoe. Jesse was working as an agricultural labourer by this time.

On 24th July 1845, Jesse married Maria Holt at Totternhoe. She already had a three year old son called Thomas to whom Jesse became stepfather. Jesse and Maria went on to have four more children between 1845 and 1853, called Elizabeth, Mary Ann, John and Sarah. The 1851 census finds the family living in Totternhoe with Jesse working as an agricultural labourer and Maria as a straw plaiter. Jesse's father died in 1853.

Jesse died towards the end of 1854, aged just 32. Maria was pregnant with twins at the time, who were born in February 1855. Both twins died young. Maria outlived Jesse by 23 years, and remarried in 1867.
