Charles Allen was born in 1892 at Aley Green in what was then the Hertfordshire part of the parish of Caddington. He was the son of a straw hat sewer named Emily Allen, formerly Moss, and her husband Frederick Allen, a straw hat blocker. Charles was baptised at the Methodist Chapel in Aley Green. Shortly after Charles's birth the family moved down the hill to the village of Markyate. Charles appears in both the 1901 and 1911 censuses living in Markyate with his parents and siblings. By 1911 he was working as a blocker in the straw hat trade, working over the hill in Luton. The 1911 census also calls him Charlie, which is presumably what he was known as.

Charlie has yet to be researched after 1911.
