The Malvern Hills District was one of the districts into which the county of Hereford and Worcester was divided on its creation in 1974. It was one of the two district municipalities which absorbed local administrations from both sides of the Herefordshire-Worcestershire border. The county lasted until 1998 at which time the Malvern Hills District was split and the original sections were transferred back to Worcestershire and Herefordshire.

When Hereford and Worcester was dissolved in 1998, Herefordshire became a unitary authority and the parishes in the former Herefordshire rural districts were grouped into smaller "wards" within the newly organized Herefordshire. Worcestershire chose to retain district municipalities in its structure and Malvern Hills District now represents a smaller area. It covers the western side of Worcestershire from the northern border with Shropshire to the southern border with Gloucestershire.
