Thomas' brother William Copeland Dugger applied for a Pension on behalf of himself and his siblings, as heirs of Revolutionary War soldier William Dugger, their father. Filed 9 Jun 1853 (# R 3109), he named the surviving heirs of William, and included Thomas as "Thomas, age 55," and listed him as a son of William by his "first" wife Nancy Millard (who was actually his second wife).

Thomas and family had moved to neighboring Washington Co, TN before 1860, and were listed there on the 1860 census.

Thomas and family left TN for Vermillion Co, Indiana in the early 1860's and listed there on the 1870 census.
