Selina Neal was born on 27th April 1864 at Flamstead in Hertfordshire, daughter of a straw hat sewer named Ann Neal, formerly Foster, and her husband Thomas Neal, an agricultural labourer.

The 1871 and 1881 censuses find Selina living with her parents and siblings at Delmer End in Flamstead. Selina has yet to be researched after 1881.
