RICHARD LINDSAY JR., 79, of Wilmington, died Tuesday in Wilmington Hospital.   Mr. Lindsay was a technical writer at All American Engineering Co. in Wilmington, and was a technical writer and editor of reports, manuals and proposals for the Franklin Institute Laboratories.    He produced and edited a color motion picture film on All American Engineering Co.'s project "Washrag" in 1956 for the Marine Corps fighter-bomber aircraft.    Mr. Lindsay was a writer for the space medicine department at Martin-Marietta Co. in Denver was an editor for the advanced planning department for the Martin Co. in Denver and was co-writer and co-editor for the technical proposal and presentation, "Lunar Base Simulator," for Martin.   He also worked at Aeroprojects Inc., in West Chester, Pa., coordinating advertising and printing firms and supervising preparation of sales material.    Mr. Lindsay received his bachelor's degree in chemistry and botany from Denver University and was a candidate for a master's degree in ecology at the University of Delaware.    He was a former member of the Society for Pennsylvania Archaeology, the Society of Technical Writers, Editors and Publishers, and National Education Association. He was a World War II Army Air Corps veteran.
Survivors: daughters, L. Robin Lindsay of Chesapeake City, Md., and Leslie Carol Lindsay of Newark sister, Jean Lindsay of Wayne, Pa. a granddaughter.
Graveside service: 1:30 p.m. Monday, Delaware Veterans Memorial Cemetery, off Del. 71, near Summit Bridge.
