The DAR applications appear to have conflated two Elisha Horns, one born perhaps in 1766, and one who married Sophia Meador. The Elisha Horn born about 1766 was living in South Carolina with a large family by 1800. This Elisha Horn, who married shortly before 1800, can be tracked by census records to Anson County, North Carolina, and is probably a grandson, not son of Ephraim Horn, the Revolutionary War Patriot.
Based on documented relations between this Elisha's sons and the daughters of one of Sophia Meador's brothers, the wife of this Elisha is probably Sophia Meador, daughter of Jason Meador.
