Did he move to America in 1891 with his siblings? Even though the Norka records don't explicitly say so, he does appear in the notes of Esther Chappuis, who only seems to have records on the siblings in his family who emigrated.

    It is probable that the Anton Heinrich who appears in the Norka records is the "Anthony" who appears in Esther's notes, even though she had her Anthony born in "unknown month 1866", while Norka's Anton was born 17 May 1873.
