Birth record for possible match. Note that this is a variant of the paternal grandfather's name. Also, an Ancestry tree suggests that Ro is short for Roelof, which is not attested as grandparent, greatgrandparent, or uncle on either side.

Ancestry suggests an alternative reading of 'Ko', which makes a lot more sense. --Pkeegstra 14:23, 1 March 2014 (UTC)

(I did not find a WWI draft registration, so he may not have lived to adulthood.)

1900 census. Birth month matches birth record above, tending to confirm that reference is to the same person.

Here is a marriage using yet a third name. James/Jacobus/Jacob is not an attested name from either side of the family either.

Here is another marriage which may be the same person. --Pkeegstra 17:57, 28 February 2014 (UTC)

He seems to have died before the 1920 census, but he seems to have had a daughter Jeannette/Jean born in 1919: https://familysearch.org/pal:/MM9.1.1/N79Y-PJQ His wife (as Janet) is listed as single in the 1920 census, living with her uncle John De Vries, but Jean De Vries listed as son of the head of household must be Jeanette: https://familysearch.org/pal:/MM9.1.1/MJ7P-WH6 According to an Ancestry tree Jeanette died in Washington State in 1983, but so far I cannot confirm. --Pkeegstra 14:33, 2 March 2014 (UTC)
