Mark Dugger was born ca 1797/1798 in Tennessee, probably Carter County. He is a proven son of Julius A. Dugger, and even the circumstantial evidence is slight, but Robert T. Nave was of the opinion that Mark was Julius’ son, and it does fit.
Mark Dugger married Nelly Turner on 4 Jan 1823 in Pulaski Co., KY.
He was listed on the 1830 census in Pulaski Co., KY, the only Dugger there at that time. Analysis:

I wasn’t able to find Mark Dugger on the 1850 census anywhere. He was in Cumberland Co., KY in 1860 and back in Pulaski by 1870.
