A veteran Army lieutenant, Welch is a graduate of Whitesboro Central School and holds a Bachelor of Mechanical Engineering degree from Clarkson College of Technology.

Watertown Daily Times, 10 Apr 2008: JOHN S. WELCH, JR. The funeral for John Stuart "Jack" Welch Jr., 75, Southern Pines, N.C., a summer resident of Little Round Island, will be at a later date in upstate New York. Arrangements are with Powell Funeral Home, Southern Pines. He died Monday at his home. An engineer for Ingersoll Rand Co., he retired after 38 years of many engineering and management assignments. He was responsible for several manufacturing plants in the United States, Europe and South America. Born July 31, 1932, in Utica, son of John Stuart Sr. and Blanche Downs Welch, he graduated from Clarkson College, Potsdam, in 1954 with a bachelor's degree in mechanical engineering, and later earned a master of business administration degree from Syracuse University. He was a member of Tau Beta Pi, a national honorary engineering society, and was awarded an honorary doctor of science degree in 2001 by Clarkson University, recognizing his contributions to the manufacturing industry and his alma mater. Mr. Welch served in the Army as a company commander with the 70th Combat Engineers in Austria and Germany. He was active in the Corning-Painted Post community, serving as a trustee and mayor of Painted Post. He also served on the board of the Corning Area Chamber of Commerce and Corning Hospital and as a director and board chairman of the College Center of the Finger Lakes. He was recognized by the Painted Post board of trade as citizen of the year in 1989. He served Clarkson as president of its national alumni association, university trustee and chairman of the board of trustees. As a trustee, he chaired key committees, including academic affairs, finance, budget and the executive committee. He was named trustee emeritus in recognition of his service. Surviving are two sons and their wives, David S. and Cheryl, Unadilla, and Thomas B. and Donna, Goffstown, N.H.; a daughter and her husband, Kathryn W. and James May, Phoenix, Ariz., and six granddaughters. His wife of 46 years, Norma Perry Welch, died in 2001.
