James Stevens Swan was probably born in Plymouth, Devon in January 1789, the son of John Swan and Ann (surname unknown, but possibly Stevens). At least one sister, Charity Stevens Swan had already been born and baptised in 1787. It's not yet known what became of her. James was baptised at Charles Church in Plymouth on 11 January 1789.

On 26 Aug 1820 James married Rebecca Jane Egalton, daughter of waterman and victualler John Egalton at St. Mary's Church, Bromley St. Leonard. They had the following children, all born in Poplar:

1. Rebecca Ann Swan, b. 7 Jun 1821, bap. 15 Jul 1821 at All Saints Church, Poplar.
2. Eliza Sarah Swan, bap. 1 Jun 1823 at All Saints Church, Poplar.
3. Thomas Egalton Swan, b. 17 Feb 1825, bap. 3 Apr 1825 at All Saints Church, Poplar.
4. Emma Charity Swan, bap. 26 Feb 1827 at All Saints Church, Poplar.
5. John Stevens Swan, b. 27 May 1829, bap. 27 Sep 1829 at All Saints Church, Poplar.
6. James Richard Swan, b. 30 Sep 1831, bap. 23 Sep 1832 at All Saints Church, Poplar. He was buried at All Saints Church, Poplar on 5 Feb 1833.
7. Jane Elizabeth Swan, b. 21 Jul 1833, bap. 3 Nov. 1833 at All Saints Church, Poplar.
8. William Joseph Swan, b. 10 Oct 1835, bap. 6 Mar 1836 at All Saints Church, Poplar.
9. Charles Richard Swan, b. 4 Feb 1839 at 31 Regent St, Poplar, bap. 2 Feb 1840 at St. Mary's Church, Bromley St. Leonard.
10. Susannah Egalton Swan, b. 11 Aug 1841, bap. 16 Jan 1842 at St. Anne's Church, Limehouse, buried at All Saints Church, Poplar on 12 Jun 1842.

On 16 Jun 1824 he was a witness at his sister-in-law Elizabeth Sarah Egalton's marriage to William Powell at St. Clement's Church, Eastcheap.

In 1839 James, Rebecca, and their children were living at 31 Regent St, Poplar.

In the 1841 census the family was living at Leicester Street, Poplar. James' wife Rebecca died 30 Jun 1842 from phthisis (tuberculosis), and this is probably what their daughter Susannah also died of. Rebecca was buried 10 Jul 1842 at All Saints Church, Poplar. In 1843 he was witness to his daughter Rebecca's wedding at St. Mary's Church, Stratford Bow.

James lived at 19 Regent Street, Poplar, from 1842 probably until his death. During the 1851 and 1861 censuses James was living with some of his children and Deeble grandchildren. He worked as a shipwright his entire life. James died on the 15th of April 1866 at 3 Globe Yard in Poplar at the age of 78 due to "decay of nature" with his daughter Rebecca present at his death.
