There has been some confusion over his birth place, as the 1841 census indicates he was born in Middlesex, the 1851 census says he was born in Plymouth, Devonshire, and the 1861 census says he was born in Chatham, Kent.

The most likely record is from Charles Church, Plymouth, Devonshire - James Stevens Swan, s. of Jon & Ann Swan bap. 11 Jan 1789 There was also a Charity Stevens Swan baptised at the same church with the same parents in 1787. Given that James named a daughter Emma Charity Swan, this seems a strong match for being James' sister.

It seems highly possible that Stevens was the surname of James' mother as he named a son John Stevens Swan, and both his death certificate and son Charles' baptism records name him as James Stevens Swan rather than Stephen.
