Frank Richard Haines was born on 9th October 1898 at Broadway in Worcestershire, son of a gloveress named Ann Haines, formerly Keyte, and her husband Dennis William Haines, a painter and decorator. He was baptised when three days old at St Saviour's Catholic Church in Broadway.

Frank appears in the 1901 census living with his parents and siblings at Broadway. In 1910, when Frank was 11 years old, his mother Ann died, aged 56. The 1911 census finds Frank and his sister Mildred living with their widower father. The following year, Frank's father married again, with an Alice Price becoming Frank's stepmother.

Frank's later life has yet to be researched fully. When Frank's father Dennis died in 1939, Frank was left one shilling for the "many un-Christian like deeds he has done".

Frank appears to have lived to the age of 86 and died in Warwickshire in 1985.
