An 1854 map of Ohio on the Library of Congress website shows at least four railroad lines in Erie County converging in Sandusky and three lines running through Lorain County. I'm not sure about the total coverage of telegraph lines at the time, but the Western Union Telegraph Company was formed in 1854 by the combination of various competing companies in Ohio, Indiana, Michigan and neighboring states.
