Edward W. Chapelle graduated from high school in 1884. When Harrisville became a City in 1905 he was the clerk.

Edward worked at scaling logs for seven years after finishing school. He taught school for thirteen years. In 1898 he worked in the hardware business in Harrisville. He was a staunch Republican. He was village clerk for fifteen years, city clerk for one year; alderman for six years; Register of Deeds for six years from 1895 to 1899. In 1911 he was serving as a member of the Board of Aldermen.

Edward was amember of Masonic Lodge #292 Free and Accepted Masons of which he was Worshipful Master in 1903-1904; affilated with the Independant Order of Odd Fellows and the Knights of the Macabees.
