No proof of a birth date or place for Stoffel has yet been found. His parentage is proven by an inheritance agreement that was signed on 16 Dec 1666 between his mother and her third husband and the guardians who had been appointed to see to his welfare.

In 1687, Stoffel was required to take the Oath of Allegiance to the British monarch. At that time the person taking the oath was asked how many years they had lived in the province and that number was entered after their name if they were immigrants and "native" was entered if they were born in the province. Stoffel stated that he had been in the province for 34 years which would make 1653 the year of his arrival. He was listed as a resident of Gravesend at the time he took the oath.
