Burrel Cicero Quin usually went by his first two initials, B.C. He was born in Pike County Mississippi on 20 April 1842, but by 1850 he was living just across the border in St Helena Parish, Louisiana. At the start of the Civil War he joined the 4th Louisiana Infantry or "St Helena Rifles" as 2nd Corp. Later in 1863 he was transferred to Stockdale's Cavalry Battalion which reorganized as the 4th Mississippi Cavalry, Company I. He was eventually promoted to 2nd Lieut.

On 1 April 1864 Quin married Dorothy Parker Stratton and they resided in Pike County, Mississippi. Burrel died on 28 Sep 1935.
