The Totnes Rural District was located in the south of Devon between Plymouth and Torquay. It was comprised of civil parishes surrounding the Municipal Borough of Totnes and was in existence from 1894 until 1974. It replaced the earlier Totnes Rural Sanitary District which catered for some of the area's needs (mostly clean water and disposal of sewage) during the latter part of the 19th century.

To the south of the rural district was Kingsbridge Rural District, to the southeast the Municipal Boroughs of Dartmouth and Brixham, to the east the Municipal Borough of Torquay and Paignton Urban District. To the north were the Urban Districts of Ashburton and East Buckfastleigh (merged with East Buckfastleigh in 1974 to become Buckfastleigh) and the Newton Abbot Rural District.

In 1974 the area covered by the rural district became part of the current non-metropolitan South Hams District which also serves Totnes, the Municipal Borough of Dartmouth, the urban districts of Kingsbridge, Salcombe and the former rural districts of Plympton St. Mary and Kingsbridge. Torquay, Paignton Urban District and Brixham became the Torbay Unitary Authority.
