William Arthur Samuel Rowe was born on 25th October 1841 at Chatham in Kent, son of a straw bonnet maker named Mary Rowe, formerly Scott, and her husband Samuel Rowe, a Royal Marine. Both William's parents were originally from Leighton Buzzard in Bedfordshire.

William appears in the 1851 census living with his parents and siblings at 16 Middle Street in Brompton in the parish of Gillingham, adjoining Chatham where he'd been born. He has yet to be researched after 1851.
