Thomas Tapner was born in about 1784 at East Lavant in Sussex. No baptism has been found for him, although there is a strong chance that he was related to the William and Jane Tapner who were having children at East Lavant from the mid-1780s onwards, on the basis that they gave one of their children the unusual name "Ewens", which Thomas would later give to one of his own children.

Thomas's first confirmed sighting is on 17th August 1806, when he married Mary Grant at Pagham, on the Sussex coast. The couple then moved to the neighbouring parish of Sidlesham, where they had two children baptised, before moving a little further east to the small town of Bognor, which at the time was part of the parish of South Bersted. Thomas and Mary had a further five children baptised at South Bersted, although one died as a baby.

At the time of the 1841 census, Thomas appears to have been away from home, but his wife was working as a beer retailer at Sea Houses in Bognor. He was back home for the 1851 census, when the family was living at Dorset Gardens in Bognor, and Thomas and Mary were looking after one of their granddaughters. Thomas appears to have worked as an agricultural labourer.

Mary died shortly after the 1851 census, aged 63. After her death, Thomas went to live with some of his married children. He appears in the 1861 census with his daughter Mary Ann, who had married a fisherman named Robert Philpot. In 1871 he was living with his daughter Maria, who had married a fisherman named James Ide. By this time he was in his late eighties and there were four generations of family in the house: his daughter, his grandchildren and a great granddaughter.

Thomas died in 1873, aged 89. He had outlived Mary by nearly 22 years.
