Lived in New Orleans in 1900 with John F. McDougall and his wife Mary. Address was 6113 Laurel, New Orleans, LA. William Lacy was not there at that time. He may have been living elsewhere in New Orleans, as there is a William L. Phelps listed in the 1900 city directory. The McDougalls were connected through the Vreeland family. See Mary Imogene Vreeland.
Thomas was Chief Pharmacist mate in U.S. Navy. At one time, he was stationed at Mare Island. He retired in the 1930's.
He was blind later in life.
