Robert Westmorland Cooper was born in 1869 at South Hylton in the parish of Ford, County Durham. He was the son of Elizabeth Jane Cooper, formerly Robinson, and her husband John George Cooper, a joiner. Robert was named after his uncle Robert Westmorland, who was his father's half-sister Ann Bradshaw's husband.

Robert appears in the 1871 and 1881 censuses living at South Hylton with his parents. He was not living with them on census night in 1891, but was back again by the time of the 1901 census, when he was described as a shipyard joiner. Robert has yet to be researched after 1901.
