Percy Lionel Timothy was born on 21st January 1890 at Wigan in Lancashire, son of Anne Webb and Peter Vincent Timothy, a physician and surgeon. Percy's parents were not married at the time, and so his birth was actually registered as Percy Lionel Webb, although he does not appear to have used the surname Webb after his birth. Percy's father was not free to marry his mother as he had a wife from whom he was separated. Percy had eight surviving older half-siblings from his father's first marriage, although as they lived with their mother it seems unlikely that Percy had much, if any, contact with them. Percy's parents did eventually marry in 1905, after his father's first wife had died.
The family moved frequently through Percy's childhood. They appear in the 1891 census in Wigan, living at 95 Wallgate, but by 1893 they had left Lancashire and moved down to Essex, where they had a daughter in 1893 and a son in 1895. They then briefly returned to Lancashire, having a daughter in Manchester in 1896. By 1900 they were living at Longton in Staffordshire, where one of Percy's younger brothers died aged five, and where the family appear in the 1901 census living at 50 Uttoxeter Road. The family finally settled around 1903 in Great Yarmouth on the Norfolk coast.
The 1911 census finds Percy living with his parents and siblings at 33 South Quay in Great Yarmouth. By this time he was working as an apprentice engineer.
Percy's parents died a few weeks apart in 1919: his mother died on 3rd March and his father on 22nd April.
Percy never married. He moved to Birmingham where he worked as an engineer's turner. At the outbreak of the Second World War he was living at 13 Alexander Road there. He died in Birmingham in 1962, aged 71.
