Based on the 1860 census[2], it appears that Zachariah and Madison were the sons of Elmina Bates. Margaret (_____) (Fisher) Bates (who called Madison son in the 1880 census[4]) was too old to be Madison's mother, and if her age in the 1850 census (51) is to be believed, she was also too old to be Zachariah's.

The exact nature of the relationship between Elmina Bates and Adam and Margaret Bates is unclear, but there is a good possibility that Zachariah and Madison were the grandchildren of either Adam or Margaret. Adam and Margaret may have formally adopted the children (or just Madison) or simply taken them in as necessary (Zachariah temporarily in 1850 and then both after 1860). Based on the 1880 census and Madison's death record, Margaret considered Madison to be her son.
