    Mining engineer and metallurgist. He received his early education in Jacksonville, Florida public schools. At age 14 Higgins took a position in the Jacksonville post office for a year then went to Washington DC to fill various clerical jobs until age 18. He then attended prep school for two years entered Lehigh University, finishing studies in 1902 in mine engineering and metallurgy. He also served in the District of Columbia National Guards and, after leaving Lehigh, served in the Jacksonville Light Artillery for a year. Higgins then began work as an engineer and chemist with the Bertha Mineral Company, which operated mines, mills, and a smeltery in the Pulaski, Virginia area. He left in 1904 to be an examiner of mine properties, then was hired as mine manager of a Butte, Montana property in 1905. He also maintained an office as a consulting engineer in Butte. In 1906 he organized an exploration company, eventually covering all of the mining districts in the Northwest US. When a 1907 depression reached its height, Higgins accepted a job on the editorial staff of the Engineering and Mining Journal, New York, and soon became chief assistant editor. He returned to the West in 1909, opening an office as a consulting engineer in Los Angeles, California. He eventually became the Southwest District mining engineer for the US Bureau of Mines. He was Chief inspector of mines in California in 1916, and efficiency engineer for the California Metal Producers’ Association a year later. In 1918 he became staff engineer for The Metals Exploration Company. In his career, Higgins contributed many important papers on dust sampling and rock dust investigations to the US Bureau of Mines. Having had extensive exposure to mine working conditions he became an advocate for fair treatment of mine workers, and promoted increased safety standards in mining. Higgins was stricken by a heart attack while en route by train to Chicago with a party of California oilmen to attend the 1933 American Petroleum Institute convention. At the time, Higgins was manager of the California Oil and Gas Association in Los Angeles. He died suddenly as the train was leaving Joliet, Ill. Higgins married his wife Elizabeth on April 6, 1904. He had two sisters: Mamie Higgins Meigs and Alice Higgins Willis. Edwin and Elizabeth Higgins had three daughters: Virginia Louise Higgins Thomas, 1906-1985; Elizabeth "Lee" Higgins Johnson (1912-1984); and Alice Jane Higgins Davis, (1915-1952).
