By 1636 there was little to no settlement in the Northern Neck. It was then called "The Chickacoan District" and was not formally organized into a county (Northumberland) until "about 1645." In 1648, the Northern Neck had been formed into Northumberland County and in 1653 became a part of Westmoreland County. When Stafford County was formed in 1665 it consisted of all the north part of the Neck, lying between the Potomac and Rappahannock Rivers continuing back to the Blue Ridge along these rivers.
Lancaster was formed from Northumberland (and York) in 1651.
Westmoreland out of Northumberland 1653

4. JOHN4 CARNEY (THOMAS3, THOMAS CARNEY2 JR., THOMAS1 CARNEY) was born Abt. 1730 in Prince William County, VA, and died Aft. 1811 in Mason County, VA. He married UNKNOWN. Notes for JOHN CARNEY:
Taken from the "Hackers Creek Journal" - "John Carney was born about 1730, died after 1811. He is listed as a "Papist" in 1748/9. Ref: "Green's List of Tithables" (Library of Congress, Manuscript Room, Washington, D. C.). This reference would lead one to believe that John Carney was a Catholic. He is named in the lease of Thomas Carney and posted Bond of Administration of the Estate of Thomas Carney (his father), deceased in March 19, 1744. In the will of John Carney, (his uncle) mentioned previously, he is listed as a son of Thomas Carney. Berkeley County (VA) records dated 20th day of March 1775, states John Carney sold livestock and personal effects to John Lynn and Joshua Carney of Stafford Co, VA, perhaps in anticipation of moving to Frederick Co." http://familytreemaker.genealogy.com/users/m/i/d/James-G-Midkiff/GENE1-0004.html
