The City of Liverpool was transferred from Lancashire, England to the new county of Merseyside on 1 April 1974. In so doing it lost its status as County Borough and became a Metropolitan Borough. Whereas the other Metropolitan Boroughs that made up Merseyside also absorbed other municipalites surrounding them, Liverpool had long since absorbed many villages and towns which had since become suburbs.

Liverpool borders the eastern side of the Mersey Estuary. Its population, according to the 2011 UK census, was more than 466,000. Liverpool is now officially governed by a unitary authority. When Merseyside County Council was disbanded in 1989, civic functions were returned to a district borough level.
