Ruth was born in Penn Yan, Yates, New York, to Gilbert and Harriet Baxter. The family owned a farm and orchard in rural Penn Yan on the west side of Seneca Lake. The rolling hills of Yates County are covered with orchards, vineyards and small towns. She met her future husband, Charles Reed, when he was in the area looking for work, possibly in the apple orchards. Many men from central Pennsylvania traveled to central New York looking for work picking apples in the fall. Lots of men were needed by the orchards and the men looked forward to the cash paid by the orchard owner. In addition to working for farmers in the Penn Yan area, Charles also worked for a time at a funeral casket company in Rochester. Charles and Ruth lived in the Penn Yan area after marrying for a few years before moving back to the Muncy area, in Lycoming County, Pennsylvania. Charles continued to work for farmers in the area, sometimes managing dairy farms. They always had a garden and chickens of their own in addition to milk from the cows he took care of.
