MILFORD was born in Indianapolis, Indiana. The family generally lived in the area of his mother's family, in the Fountain Square neighborhood. In circa 1908 the family moved to the area of the city which was near the future Butler University, and on Winona Avenue (name now changed to Rookwood). Family history says he graduated from Broad Ripple High School, after beginning his education at Arsenal Technical High School.

In circa 1920 he and his parents moved to DENVER, Colorado. They lived in the Edgewater, and Lakewood areas. In circa 1929 they moved back to Indianapolis, and then back to Colorado in circa 1934. In circa 1939 the family briefly moved to Bradenton, Florida, where they resided long enough for Milford to have a Florida driver's license (St. Petersburg address), which expired in Oct. of 1940. At this time they had some kind of travel trailer. They next took to the road again, and spent some months in the Washington D. C. area, where Milford's only first cousin, Mary Louise Wolf (see WeRelate page) was living. On their way back to Colorado, they stopped in Indianapolis to visit relatives, and Milford rekindled a relationship with his future wife. Apparently, he decided to permantently relocate to Indianapolis. His parents returned to Colorado, but did not remain long, before they too relocated permanently back to Indianapolis.

As his father before him, Milford's occupation was primarily in the grocery business. At his death he was employed at an A&P grocery store.
