Hopkinton, RI town records show that: In 1790 Joseph Palmiter had a Mill agreement with A. Utter. At that time Jopseh Palmiter lived in Voluntown (New London Co) Connecticut. In 1801 Joseph Palmiter and wife sell land next to A Utter's land. Paul Palmiter witnesses this transaction. In 1781 Joseph Palmiter of Hopkinton buys land in Hopkinton from Benj Hall On Oct 24, 1768 Jos Palmiter of Dutchess Co NY. buys land in Hopkinton

The 1790 census shows that Joseph Palmiter has 4 sons under 16 yrs, 1 daughter; In 1757 he is listed as freeman of Hopkinton and lived next to Ephriam Palmitter & the Utters. On 25 Aug 1775 he became freeman of Westerly, RI.

I cannot guarantee that this is the father of David but it appears to be a best guess based on the above information and the fact that David married a daughter of A. Utter..
