James was the son of Joshua Walker ( born 15 Sep 1757 in Loudoun County, Virginia, died 16 Jan 1840 in Hawkins County, Tennessee) and Amy Williams (both 1771 in Lincoln County, North Carolina, and died in 1843). He married Elizabeth Gulley on 20 May 1830 in Hawkins County, and had 10 children (Gayle 1830; Minerva 1832; Preston 1834; Horry 1836; Marion Francis 1837; Elizabeth 1941; Emberson 1842/3; Beersheba 1845/6; Lucinda/Lourinda 1846/8; Maranda 1950).
He was a farmer in White Horn, Hawkins County, Tennessee. According to certain documentation, "it's said that he brooded over losing so many sons in the Civil War, he put everything in its place, watered the stock, run his wife off to the neighbor's house and shot himself. He was not figured to be insane by his neighbors."
