Hugh was a planter and a member of the Episcopal church. He also was a member of the lower house of Maryland from 1751 to 1754 and from 1754-1757.

Hugh Wallis was chosen to represent Kent County in the Maryland Assembly replacing William Raisin who had become Sheriff. On 5 Dec 1754 the Assembly election returns were announced and Hugh Wallis , Richard Gresham, Alexander Williamson and William Hynson had been elected.

Hugh Wallis was a manager of the lottery to raise money to build a new Presbyterian Church in Kent County.
