Per the 1880 census Emma's Dad was born in Prussia and her Mom was born in France. This and the birth dates appears to indicate that Emma's mother was not Amelia Jacobs but was rather Margaret Hennie who was born in France.

1870 census for Cleveland, Cuyahoga County, Ohio lists a Emma "Striebel" as a 16 year old domestic servant.
