Cecily is most likely the daughter of Culverine Ford (1715-1797) & Elizabeth Lea/Lee (d. 1810). Going by the vital dates found, she was the paternal grand-daughter of William Ford (1684-1751) & Elizabeth "Liddy" Anne Ward (1706-1751). This information is still being researched and not certain.
