NEW O.N.G. Militia Will Be Reorganized. Old Dayton Companies Are Mustered Out.

HAVING FAILED TO REORGANIZE UNDER THE ORDER PREVIOUSLY ISSUED.

The New Companies Will Stand As Detached Until the Reorganization Is Effected, When This Will Be Made Part of New Regiment. Text of the Order Issued by Adjutant General Kingsley.

The National Guard of the state is to be reorganized and an important order has been issued by Adjutant General Kingsley pertaining to the matter. The order, as it stands disband[s] every regiment now organized in the state, and musters out a very large portion of the companies which failed to reorganize under the order of March 7th. All of the former Dayton companies failed to get into line and are out of it now according to the order. The other companies will be allowed to stand as detached companies until the reorganization is effected. They will be made a part of other regiments. This makes no serious change affecting the Dayton companies.

The following organizations have failed to comply with General Orders No. 26, October 19, 1898, and General Orders No 1, March 7, 1899, directing the filing of muster rolls, property returns, and financial reports as required by law and regulations:

First Regiment Infantry - Companies D, E, F, G, H, K, and M. Second Regiment Infantry - Companies A, B, C, D, F, G, and K. Third Regiment Infantry - Companies E, F, G, H, K, and M. Fifth Regiment Infantry - Companies A, D, F, I, L, and M. Eighth Regiment Infantry - Companies B, C, D, F, I, L, and M. Ninth Battalion Infantry - Companies B and D. Fourteenth Regiment Infantry - Companies C, D, E, G, H, L, and M. Seventh Regiment Infantry - Companies A, B, F, H, I, K, L, and M.

The order says:

These headquarters have made every effort and given every opportunity for the accomplishment of the purposes made possible under the orders of May 5 and October 19, 1898, and March 7 1,899. It is apparent, however, in view of the failure in so many instances to comply with the orders in force, that the state must, in justice to the public service and the future welfare of the military establishment of the state, effect a complete reorganization of the Ohio National Guard.

The above mentioned companies are therefore mustered out.

The artillery regiment will also be no more. It is ordered disbanded, too, and partly for the same reasons. It is also stated that neither the state nor the United States seem to encourage the artillery arm of the guard. Battery G, Newark is mustered out and the others are retained as unattached batteries.

It is supposed that the Sixth O. V. I., which is the Sixteenth O. N. G., now in Cuba, will be treated with a does of the same medicine when it is mustered out. The entire National Guard infantry of the state, as it exists today consists of the following unattached companies: Company A, Cincinnati, Captain Charles Becht. Company B, Cincinnati, Captain E. P. Dietz. Company C, Cincinnati, Captain John Proctor. Company I, Cincinnati, Lieutenant Charles Hake. Company I, Middletown, Captain W. M. Sullivan. Company E, Tiffin, Captain L. D. Gasser. Company H, Bloomdale, Captain A. M. Fesig. Company G, Kenton, Captain J. C. Deming. Company L, Wapakoneta, Captain J. G. Heegner. Company A, Covington, Captain S. D. Palmer. Company B, Springfield, Captain W. H. Bradbury. Company C, Gettysburg, Captain R. E. Harner. Company D, Urbana, Captain G. W. Leonard. Company I, Dayton, Captain B. F. Boyer. To make the enlistment requirements to conform as nearly as possible to those of the regular army, an officer is made providing that applications for first enlistment must be between the ages of 18 and 35 years, of good character and habits, able-bodied, free from disease and must be able to speak, read and write the English language.

For infantry and artillery the height must be not less than five feet four inches and weight not less than one hundred and twenty (120) pounds, and not more than one hundred and ninety (190) pounds.

For cavalry the height must not be less than five feet four inches and not more than five feet ten inches, the weight not to exceed one hundred and sixty-five (165) pounds. No minimum weight is prescribed for cavalry, but the chest measures must be satisfactory.

The following order is made as to the strength of the companies under the new establishment of the guard:

Each company of infantry shall consist of 1 first sergeant, 1 quartermaster sergeant, 4 sergeants, 6 corporals, 1 musician, 1 artificer, 1 cook, 45 privates.

Each troop of cavalry shall consist of 1 first sergeant, 1 quartermaster sergeant, 6 sergeants, 8 corporals, 2 cooks, 2 farriers and blacksmiths, 1 saddler, 1 wagoner, 2 trumpeters, 76 privates.

An order was also issued last night disbanding Company E of the Seventeenth infantry, located at New Metamoras. There is no railroad in Ohio leading out of this place, and whenever it is necessary to move it out by rail the consent of the state of West Virginia must be secured. It was obvious that maintaining the company under these conditions was useless.
