Y. P. Burgan was born September 3, 1823, in Lee County, Virginia. In 1835 he moved with his parents to Hendricks County, Indiana where he was married October 21, 1847 to Elizabeth Ann Collins, a native of Pulaski County, Kentucky. In 1848 the family moved to Clayton County, Iowa and in 1854 to Minnesota Territory locating on north west quarter of Section 20 in what was to become Pleasant Grove township, in Olmsted County, Minnesota.

Born to this union were four children: John W.; Alexander E.; Isaac E.; and Sarah Margaret, who died at the age of seven years. Y. P. Burgan united with the Methodist Episcopal Church at the age of twelve. What is believed to have been the first religious services within the local township were organized by Mr. Burgan in the log home with Circuit Rider, Rev. Benjamin Crist preaching. The entire family were charter members of the Pleasant Grove Methodist Episcopal Church.

Y. P. Burgan suffered palsy more than thirteen year. He died February 28, 1899. Of a family of nine children he was survived by three brothers and one sister living in Indiana, a brother William H. Burgan of Pleasant Grove, also wife Elizabeth and three sons. Services at the Pleasant Grove Methodist Church he had founded. Burial Union Cemetery.
