'William Tucker, born Elizabeth City, VA [citing Ancestral beginnings in America by Catherine Beale Price, 1928, without a page number]. Because William inherited the Virginia land, he must have been the elder son. He was not yet of age when his father died, so could not have been born before about 1622/3.'

Note: He was under 21 when his father wrote his will in 1642. It is not clear if he was still under age when the will was proved in 1643/44. However, his mother arrived in Virginia in 1623 and Elizabeth was (apparently) born in 1624, so, unless he was born in England in 1622 (requiring his father to have been in England around then, which is possible), he must have been born after Elizabeth.

'Mary/Marie (Stone) Tucker, relict of William Tucker of Warwick, on 24 Jun 1653, made a marriage contract with Thomas Daynes. ... This researcher believes that William Tucker of Warwick was the son William named in the will of Capt. Willian Tucker, for the following reasons.' Several reasons given.
