He was called Otha by his family, but Bill by his wife. He was born on a farm outside of Grantsville, Calhoun County, WV. He was in the first high school class to graduate from Grantsville High School. He moved to Akron, Ohio to work sometime in the late 1920s. He and his wife were married in Akron and lived there until after the birth of their first child in 1929. When William Otha got laid off amid the depression, they moved back to his home place in Calhoun County, West Virginia. He found work teaching in rural schools but to get a "good school" you had to vote right and the pay was poor.

They moved to Parkersburg to work around 1942 when wartime demand opened up a lot of jobs there. William Otha and his wife both found good jobs there, bought a house and lived happily in Parkersburg until 1988 when they became frail and decided, amid tears over leaving, to move to Florida to live with their son and his wife. When William and Hettie's son became ill and the family moved to Thomasville, Georgia, William Otha was moved too, although he required a nursing home by then. He died in Thomasville, Georgia, and was taken back to Grantsville, West Virginia for burial.
